WHY You Want Land Development Credits

These Land Development Credits were created by Chisago County and potentially allow a land owner or developer to dramatically increase the number of buildable home sites on a given property.

Land Development credits were created by Chisago County to allow a land owner to permanently reserve green space from large land owners in rural areas and provide higher density housing in other areas. These credits were acquired from large land owners with the intent to be used by land owners that wanted to get a higher density of homes above the county zoning restriction of one lot per 5 acres.

Even if you do not use these credits yourself, they will add value to the property you own at the time of sale. Example: If a land owner has 40 acres currently, the property could accommodate 8, five acre parcels (maybe only 7 as you would have to allow for the road). With the use of Land Development Credits for let’s say 2 acre lots, you could now create 17 to 18 lots thus dramatically increasing your development value.

WHERE Can They Be Used?

The current remaining Land Development Credits, can be used throughout Chisago County provided usage is applied within the Chisago Lakes School District #2144. Please contact us for clarification should you have any questions on your applicable area.

What Is The Application Process?

To use the Credits, a property owner would need to follow the Chisago County Subdivision Application process which includes sketch plans followed up by survey work, new legal descriptions, soil test, possible wet lands delineation, topography mapping etc.

WHAT IS THE PROFIT POTENTIAL:
With most new lots in the Chisago Lakes area priced at or above $75,000, the cost of the credit plus the subdivision costs could result in additional lots creating a significant increase in your land value.

What Do They Cost?

There are a very limited number of these land credits currently available and after they are sold, we do not expect to be able to obtain any more.

Best kept Secrets For Area Land Owners…

A few decades ago, County Staff dreamed of setting aside “green space” to maintain the  history or open farm land and woods in Chisago County.  The County put into place a plan for such a dream.

Owner’s of large parcels  that would “never want the family farm developed”, could place a deed restriction on their property and keep the large parcel intact for many years into the future.

In return the County would issue “land development credits” for the purpose of creating smaller lots (than the rural area minimum of 5 acres), thus, having more condensed housing in some areas while leaving wide open spaces in other areas.

Currently there are some 28 such land development land credits available.  What this means to current land owners that may want to sell a smaller portions of their land or subdivide into smaller lots than 5 acres, there is an option. Of course each plan would have to be approved through the County Zoning. 

What this could provide, is the potential for an owner of a 5 acre parcel to split off half the lot to possibly allow a son or daughter to build a home next to Mom and Dad, or for Mom and Dad, to build a retirement home on the land they love, and sell off the existing home to family member or a new owner.

Land owners with 20 acres currently have the potential to subdivide into 4, 5 acre parcels, but with the purchase of Land Development Credits, they could possibly have 6-7-8 lots depending upon road frontage and land quality to accommodate septic systems.

If the land owner isn’t interested in developing but is consider selling to a developer, the additional option of use of the Land Development Credits could bring a higher value to property being sold.
